Abstract

The study aims to explore the divergences around the implementation of the Basel III agreement, since this agreement is considered the core of the international regulatory response to the financial crisis, setting the strictest criteria for capital structure and risk assessment. This paper explains the current level of legislation that applies in Kosovo, as well as possible divergences with the criteria set by Basel III. It is argued that the national authority, explicitly the CBK, to decide on the implementation of Basel III, had to agree on three aspects and potentially conflicting between them: the stability of the banking sector, competition, and care for economic growth. Finally, the study concluded that Kosovo is implementing Basel III regulations with greater ease and attention, contributing to banking sector stability, competitiveness, and economic growth.

Muhamet J. Spahiu, Globus College - Pristina, Kosovo

I'm Muhamet Spahiu, born in Suhareka Municipality, Republic of Kosovo. I am an economist who graduated from the Faculty of Economy, University of Prishtina. After 8 years experience in different organizations and sectors, I decided to have a carrier and academic life. The process of state creation of Kosovo made possible to work and experienced in international organization, mostly in humanitarian mission, but not limited, banks, international private companies and public institutions. For more a decade experience in wide economic sectors made me inspired for more qualifications. In 2011, I became a master in International Management, graduated in University College Globus in Prishtina. In 2012 I registered in PhD for “European Union Law and International Business Law” in European Center for Peace and Development of University of Peace, founded by United Nation. In 2019, I defended my first PhD in dissertation “Development of Kosovo in Bottom-Up Approach”, using different models of local, rural and regional concepts that different international organizations in Kosovo implemented their programs, and acquired a scientific degree of the Doctor of Juridical Sciences. While I am an economist, in 2015 I started another PhD in “Economics”, in International University of Struga. 12 days after first dissertation, I become also Doctor of Economic Sciences. Since 2014 I am working as Lecturer Professor of Project Management (since I am certified project Manager by Project Management Institute, Pennsylvania) and Economic European Integration, in International College Globus, Prishtina. During these years, I continued to work, mostly as external expert in different organizations. Resent days I am a well-known expert in bottom-up economic development, procurement and public finance. Been experienced and considered an expert in public finance, I was a participant and speaker in wide conferences organized by World Bank such as, World Bank - City to City Dialogue-Improving Municipal Revenues, Budapest, Hungary; World Bank-Austria Urban Partnership Program City to City Dialogue-Municipal Finances Series Modernizing Local Public Expenditure Management; World Bank-City to City Dialogue Mayors Symposium - Towards Transparency and Accountability, Vienna/Austria. Past two years I did three articles for different journals and many articles for International Conferences. With my kindest regard and dedication, decided to work in more articles for publications. I would have a professional experience with Jurnal of Liberty and International Affairs, as one of the most credible journals which arouses my interest related to direct experience and consider having more knowledge.
